# School Discipline Policy

Our discipline policy aims to promote positive behavior, instill a sense of responsibility, and ensure that all students have the opportunity to succeed academically and socially.

Procedures for Addressing Physical Conflicts Among Students

At National Public Senior Secondary School, we are committed to maintaining a safe and respectful environment for all students. In the event of a physical altercation among students on school premises, the following detailed procedures will be implemented to address the situation effectively and fairly.

Immediate Response to Physical Altercations

  1. Immediate Suspension:
    • Any student who physically strikes or injures another student during a confrontation will be suspended immediately. This immediate action is taken to ensure the safety of all students and to underscore the seriousness of physical violence.
    • Following the suspension, an investigation will be conducted to ascertain the circumstances surrounding the incident. If it is established that the injured student also participated in the altercation in a manner that warrants disciplinary action, appropriate measures will be taken against that student as well.
Complaint Registration Process

To ensure that concerns regarding physical conflicts are addressed promptly and effectively, the following steps outline the complaint registration process:

  1. Initial Complaint Submission:
    • Parents or students may register a verbal or written complaint with the class teacher regarding the incident. The teacher will then have one school day to respond and address the concern raised.
  2. Escalation Procedure:
    • If the response from the class teacher does not satisfactorily resolve the issue, the complainant should submit a formal written complaint to the class teacher. The teacher will again have one school day to respond to this escalated complaint.
  3. Further Escalation to the School Disciplinary Committee:
    • Should the complainant still remain unsatisfied with the resolution, they may escalate the matter to the School Disciplinary Committee. This committee is chaired by the Principal and is responsible for handling serious disciplinary issues.
    • Complaints can be submitted to the committee either via email at principalnpshmh@gmail.com or delivered personally to the Principal’s office. The committee will acknowledge receipt of the complaint and provide a response within five working days.
Guidelines for Parental Involvement

  1. Non-Involvement in Student Disputes:
    • Parents and guardians are strongly advised not to involve themselves directly in disputes or conflicts among students on campus. Any direct involvement, including attempts to investigate or enforce personal resolutions, may lead to disciplinary action against the student concerned.
    • Parents should understand that a constructive approach to disputes involving their children is through the established complaint procedures rather than direct intervention.
  2. Avoiding Interference with Disciplinary Procedures:
    • Parents must not interfere with the workings of the School Disciplinary Committee. All complaints should be directed through the appropriate channels as outlined above.
  3. External Complaints:
    • If parents decide to lodge a complaint with any external agency prior to formally submitting a written complaint to the School Disciplinary Committee, please note that the parents of the students involved will be held responsible for that action, and the school will not be involved in any related proceedings.
  4. Incidents Occurring Outside School Premises:
    • The school cannot be held liable for disputes or physical scuffles that occur outside the school grounds. However, if there are concerns regarding the school itself, the complainant must follow the procedures for submitting complaints as described above.
Final Decision

The decisions made by the Head of the School Disciplinary Committee are final and binding on all parties involved. This ensures that all disciplinary actions are handled fairly and consistently, reflecting the principles of our school’s values.

Conclusion

By establishing a structured and transparent procedure for addressing physical conflicts, we aim to foster a safe environment that prioritizes the well-being of every student. Thank you for your cooperation and support in upholding the values of National Public Senior Secondary School, where mutual respect and understanding guide our actions.

# POCSO Committee

All children have as equal right to access education in an environment that is safe, protective and conducive to the overall development. The challenges of gender inequality, eve-teasing and sexual abuse in school environment call for increased awareness and creating synergy among parents, teachers and school.

In order to ensure strict compliance of the Protection of Children from Sexual Offences Committee (POCSO) Act 2012, CBSE has taken several initiatives and actions for creating awareness about sexual exploitation among school children.

The committee will take appropriate and necessary action on reported cases of misbehaviors of sexual offences in the school premises.

The Role of School Authorities and Teachers

School authorities and teachers play a vital role in preventing child sexual abuse. NPS creates an environment that is safe and secure for children, where they feel comfortable to openly discuss any issues or concerns they may have.

By providing education on the topic of child sexual abuse, school authorities and teachers help to raise awareness of the issue and empower children to protect themselves.

Additionally, school authorities and teachers alert to signs of abuse and take appropriate action if they suspect that a child may be at risk. Here are a few responsibilities of school authorities and teachers in actively contributing to this cause:

  1. Draft a Child Protection Policy:
    • It is the duty of school authorities and teachers to protect their students from sexual abuse. They can do this by drafting a child protection policy that outlines the procedures to be followed in case of an incident of abuse. The policy should include a reporting mechanism for incidents of abuse, as well as a clear list of prohibited behaviors. It should also specify the roles and responsibilities of all staff members in relation to child protection.
  2. Take Proactive Measures to Prevent Child Sexual Abuse:
    • There are many things that school authorities can do to prevent child sexual abuse.
      • CCTV cameras, as well as warning signs, must be installed in all strategic areas of schools.
      • Monitor the activities of staff members, visitors, and strangers to ensure their child's safety.
      • Always keep an eye on who the children are leaving with.
      • Monitor any activities that involve photographing children, using photographs of children, using the internet, or using technology on school grounds.
      • Thorough background checks of faculty before they are hired to ensure there are no previous records of sexual abuse as an offender.
  3. Organize Awareness Sessions:
      • Organize student awareness sessions to teach children about the concepts of good touch, bad touch, and sexual abuse.
      • Children should be able to tell someone if they have been sexually abused.
      • Schools should conduct regular sessions on personal safety that cover topics such as body parts, online safety, and abuse protection.
      • Students should feel comfortable asking questions and sharing any concerns they may have.
      • Staff should be trained on how to handle disclosures of abuse, they should be trained on the provisions of POCSO Act and their responsibilities and understand the importance of keeping children safe.
      • Parents should also be given information on how to support their child if they have been abused.
  4. Responsibilities of Teachers and Parents:
      • It is the joint responsibility of teachers and parents to ensure the safety of children from sexual abuse. They need to work together to create a safe environment for children to learn and grow.
      • Teachers should be able to identify the signs of abuse and know how to respond if they suspect a child is being abused.
      • Parents should be able to talk to their children about body safety, establish boundaries, and monitor their children's activities and relationships.
      • Both teachers and parents need to be aware of the policies and procedures in place at their school regarding child sexual abuse. They should know who to contact if they have concerns or suspicions about abuse. They should also make sure that their own behavior toward children is appropriate and respectful.
What Precautions Taken by NPS to Prevent Abuse?

  • Firstly, it is important that all staff members are aware of the signs of abuse and are trained in how to deal with any concerns that arise.
  • Secondly, the school have a clear policy on child protection and safeguarding, which is regularly reviewed and updated.
  • Thirdly, there is a regular communication with parents about the importance.of keeping children safe from harm.
  • Finally, the school provides age-appropriate sex and relationships education to pupils, which includes information on how to stay safe from abuse.
POCSO Guidelines in NPS

  • We have a School Complaints Committee to register all the issues.
  • Anyone who witnesses or suspects child sexual abuse, or who learns of an incident from children, reports it to the Committee.
  • We have also installed a complaint/suggestion box in the school for students to submit written complaints.
  • The committee acts immediately on any child sexual abuse complaint received through the complaint box or otherwise.
  • The school should have appointed a full-time counsellor. They inform the children about this service's availability and encourage interaction between the counsellor and the students.
POCSO Guidelines for Teachers

  • Teachers should be sensitive to the needs of children and should create an environment where children feel safe to disclose any form of abuse.
  • Teachers should also be alert to any changes in a child's behavior or appearance that could indicate abuse.
  • In case a child discloses abuse, teachers should immediately report the matter to the concerned authorities.

# Concerns & Violations Policy

To report concerns or violations in NPS, you need to follow a structured process that often involves multiple steps. This can ensure that the issue is handled appropriately and that all parties are aware of their rights and responsibilities. Here's a detailed breakdown of how to approach reporting in schools:

1. Understand the Type of Concern or Violation

Before reporting, it's crucial to identify the type of issue you' re dealing with. These concerns can range from minor to serious and may require different reporting mechanisms.

Common Types of Concerns:
  • Bullying or Harassment: Whether by students or staff, bullying, discrimination, or harassment can be physical, verbal, or emotional.
  • Health and Safety Issues: This could include unsafe infrastructure, unsanitary conditions, or lack of proper emergency preparedness.
  • Misconduct by School Staff: This can involve improper behavior by teachers, administrators, or staff (e.g., verbal abuse, neglect of duties, favoritism, etc.).
  • Disciplinary Issues with Students: These include violent behavior, drug use, or other forms of misconduct.
  • Violation of School Rules or Policies: Violations could relate to dress codes, attendance policies, or exam regulations.
  • Legal or Ethical Violations: These are more severe cases, such as abuse (physical or sexual), corruption, fraud, or misuse of school resources.

2. Gather Information and Evidence

  • Document the Issue: Keep a record of incidents, including dates, times, locations, and the names of people involved. If possible, gather tangible evidence like photos, videos, or witness statements.
  • Identify Relevant Policies: Review the school's policy handbook, code of conduct, or any other documentation related to the issue. Knowing the specific rules will strengthen your complaint.
  • Stay Neutral and Objective: Avoid emotional language when gathering evidence. Be factual, as this will help in presenting a solid case.

3. Follow the Internal Reporting Procedure

Most schools have an internal reporting system for addressing concerns. Here's how you can proceed:

3.1 Class Teacher or Counselor (Initial Step):
  • For minor issues, it is advisable to first approach your class teacher or a school counselor. They can act as mediators and escalate the issue if necessary.
3.2 Principal or Head Teacher:
  • For more serious concerns, report directly to the principal or head teacher. In your case, that would be Mrs. Jaswinder Kaur Sodhi. Request a meeting where you can present your case formally.
  • How to Report to the Principal:
    • Written Complaint: It's always better to submit your concern in writing. Clearly outline the issue, what has happened, when it occurred, and the steps you expect the school to take.
    • Meeting Request: Ask for a meeting to discuss the issue in person. This ensures that your concern is given appropriate attention.
    • Follow-up: If you don't receive a response within a reasonable time (e.g., a week), follow up with another written request or ask for a formal update on the action taken.
3.3 Grievance Committee or Complaint Redressal Cell:
  • Our school, especially larger ones or those affiliated with educational boards, have a formal grievance redressal cell. These committees are responsible for addressing complaints that have not been resolved at lower levels.
  • How to Approach a Grievance Committee:
    • Submit a formal grievance letter addressed to the committee.
    • Include details of the issue, steps you've already taken to resolve it (e.g., previous complaints to teachers or principals), and any supporting documents.
    • Grievance committees typically include senior members of the school administration and representatives from the parent-teacher association (PTA).

4. Approaching the School Management or Governing Body

If the issue isn't resolved by the school administration, the next step is to approach the school's governing body. Depending on the schools structure, this could be:

  • The School Management Committee (SMC) or Board of Trustees: For private schools.
  • District Education Officer (DEO): For public or government schools.
  • State Education Department: You can report the issue to your state's department of education, which oversees the functioning of schools.
4.1 Formal Complaint to the Education Department:
  • If the issue involves a violation of educational standards, discrimination, or safety, you can lodge a formal complaint with the District Education Office or the State Education Department.
  • Include all the relevant details and explain why the issue wasn't resolved by the school administration.
4.2 National Education Boards:
  • How to Report to the Principal:
    • For schools affiliated with national boards like CBSE (Central Board of Secondary Education) or ICSE (Indian Certificate of Secondary Education), there are specific grievance redressal portals where you can file complaints directly with the board.
    • CBSE Online Grievance Redressal: Available through the CBSE website for issues relating to academics, exam policies, or board-level violations.

5. Reporting to Child Protection or Legal Authorities

In cases of severe violations, such as abuse or criminal misconduct, it is important to escalate the matter beyond the school:

5.1 Child Protection Agencies:
  • National Commission for Protection of Child Rights (NCPCR): This body deals with complaints related to child rights violations and can take action against schools for endangering the well• being of students.
  • Childline 1098: In India, Childline is a 24x7 service for reporting abuse, violence, or neglect against children. If you feel the issue is beyond the school's capacity to handle, this service is available for direct intervention.
5.2 Legal Authorities:
  • Police: If the concern involves criminal behavior, such as physical or sexual abuse, it must be reported to the police immediately.
  • Juvenile Justice Board: For issues involving minors, the board can be approached for legal intervention.
  • Courts: In extreme cases, families may need to file a legal case against the school or responsible individuals for negligence or misconduct.

6. Whistleblower Protection (If Available)

  • If you're reporting serious violations or misconduct, ensure that your school has a whistleblower policy that protects your identity and safeguards you from retaliation. This is especially important if the concern involves senior staff or widespread unethical behavior.

7. Follow-Up and Resolution

  • Keep a record of all communications, complaints, and meetings related to your concern. Documenting each step ensures transparency and accountability.
  • If the school or authorities take action, you should receive a formal response detailing how the issue will be addressed.
  • Be prepared to escalate if necessary. If one level of reporting doesn't resolve the issue, continue to approach higher authorities as outlined above.

Additional Support Resources (Specific to India):

  • National Commission for Women (NCW): If the issue involves gender discrimination or harassment.
  • Central Vigilance Commission (CVC): For reporting corruption or financial misconduct in government-run institutions.
  • Ministry of Human Resource Development (MHRD): The central authority for school education in India. Complaints can be lodged via their online portal.
